Meta puts every WhatsApp template into one of three categories: marketing, utility or authentication. You pick the category when you create the template, but Meta validates it against the content: utility is only for non-promotional messages tied to a user’s action or account (or essential ones, such as safety alerts), authentication is only for one-time passcodes, and everything else, including mixed or vague content, is marketing. The category sets the price of each message and can change after approval.
Below are the official rules, what happens when Meta disagrees with your choice and how to request a review. For components and variables, see Meta’s templates overview.
The three categories at a glance
| Category | Purpose according to Meta | Typical examples | Main restrictions |
|---|---|---|---|
MARKETING | Awareness, sales, retargeting, app promotion and relationship building | Coupon, product launch, abandoned cart, discounted renewal, birthday | The most flexible category; also gets mixed or unclear content |
UTILITY | Follow up on a user action or request | Order confirmation, account alert, payment reminder, survey about a specific interaction | Must be non-promotional and user-specific or essential |
AUTHENTICATION | Verify a user’s identity with a one-time passcode | “123456 is your verification code.” | Preset text, OTP button required, no URLs, media or emojis |
The rules below come from Meta’s template categorization page. Meta itself notes that its examples are illustrative: similar text can land in different categories depending on the exact wording.
Utility: two mandatory conditions
The utility rule has two parts, and both must be met at the same time:
- Non-promotional. The text cannot have any promotional or persuasive intent.
- User-specific or essential. The message must clearly relate to that user’s order, account, service or transaction, or be essential to them (for example, for safety).
Meta lists the objectives it accepts as utility:
- Opt-in management: confirm that the person agreed to receive WhatsApp messages (after opting in on another channel), or confirm an opt-out.
- Order management: confirm, update or cancel an order or transaction, with the specific details in the message body.
- Account alerts or updates: important or time-sensitive notices about a product or service the user bought or subscribed to.
- Feedback surveys: only when they reference a specific order or interaction. Generic surveys are not approved as utility.
- Continue a conversation on WhatsApp: only when the user asked to move an interaction from another channel to WhatsApp.
For orders and account alerts, the rule is explicit: the message cannot promote, recommend, upsell or cross-sell, include offers or try to secure renewals.
“Essential or critical” cases
Messages not tied to a user transaction can still be utility when they fit an essential use case, always without promotional content: public safety (severe weather, crises), public service (health emergencies, benefit disbursements), public disruption (system outages), account or product protection (fraud alerts, recalls, warranties) and legal compliance (privacy policy changes, ID updates).
What turns a template into marketing
Meta treats anything aimed at awareness, sales, retargeting, app installs or relationship building as marketing. Three points catch many teams off guard:
- Mixed content is marketing. An order update with a coupon at the end, or a survey with a promotion, is no longer utility.
- Vague content is marketing. A template whose body is just
{{1}}, or just “Congratulations!”, is treated as marketing because Meta cannot tell what will be sent. - Retargeting is marketing even when the user asked for it. A subscription reminder that invites the user to renew is one example.
Some examples:
| Template text | Likely category | Why |
|---|---|---|
| “Hi {{1}}, your order {{2}} has been approved and will ship within 2 business days.” | Utility | Specific order, no promotion |
| “Your order {{1}} has shipped. Use code COMEBACK10 on your next purchase!” | Marketing | Mixes an update with an offer |
| “Your invoice {{1}} for {{2}} is due on {{3}}. You can get a copy of the bill using the button below.” | Utility | Account alert without persuasion |
| “You still have items in your cart. Check out now!” | Marketing | Abandoned cart is retargeting |
| “We received your support request {{1}}. How would you rate today’s service?” | Utility | Survey about a specific interaction |
| “Thanks for confirming! You’ll now get order updates here.” | Utility | Opt-in confirmation |
The payment method does not matter. In Brazil, for example, businesses send reminders for PIX (the central bank’s instant payment system) and boleto (a bank payment slip); what Meta looks at is whether the text informs or tries to sell.
Authentication: the most restrictive category
Only authentication templates may send a one-time passcode for identity verification. Marketing and utility templates cannot be used for this. To qualify as authentication, a template must:
- use Cloud API authentication templates, with Meta’s preset text (“{{1}} is your verification code.”) and optional add-ons for a security disclaimer and an expiration warning;
- include an OTP button, either copy code or one-tap autofill;
- contain no URLs, media or emojis, with parameters of up to 15 characters.
If Meta detects a marketing or utility template that should be authentication, it gives advance notice and, on the first day of the following month, changes the template status to REJECTED. There is no review in this case: you need a new authentication template. The step-by-step guide is in WhatsApp verification codes (OTP).
What happens at creation
When you create a template, you declare the category and Meta validates it. If Meta agrees, the template stays PENDING until review finishes and then becomes APPROVED. If Meta disagrees, there are two outcomes: the template is rejected with reason: INCORRECT_CATEGORY in the webhook, or, when you chose utility and Meta saw marketing, it is approved straight away as marketing.
That last case is the tricky one. Since April 9, 2025, a template submitted as utility that Meta considers marketing is not rejected: it is approved as marketing. The old allow_category_change property is no longer needed. If your system does not check the category it gets back, you will only notice on the invoice.
So check the category in the creation response and in the status webhook:
{
"field": "message_template_status_update",
"value": {
"event": "APPROVED",
"message_template_id": 1689556908129832,
"message_template_name": "order_approved",
"message_template_language": "en_US",
"reason": "NONE",
"message_template_category": "MARKETING"
}
}
Recategorization after approval
Approval is not final. Since July 1, 2024, Meta has been reviewing approved templates on a recurring basis, including templates that already went through a review, and corrects the category when the template or the messages sent with it do not follow the rules.
For utility templates that should be marketing:
- Meta gives 1 day of advance notice;
- the category changes to
MARKETINGand the status staysAPPROVED; - for businesses that have already been warned about misuse, the change is instant, with no notice (in effect since April 16, 2025).
Notice is sent by email to people with full control of the Messaging account, through a banner in WhatsApp Manager and through the template_category_update webhook. In the advance notice, correct_category holds the category the template will receive; after the change, previous_category shows the old one:
{
"field": "template_category_update",
"value": {
"message_template_id": 278077987957091,
"message_template_name": "payment_reminder",
"message_template_language": "en_US",
"new_category": "UTILITY",
"correct_category": "MARKETING",
"category_update_timestamp": 1746169200
}
}
With the Graph API, you can compare both fields:
curl "https://graph.facebook.com/v26.0/YOUR_WABA_ID/message_templates?fields=name,category,correct_category" \
-H "Authorization: Bearer META_TOKEN"
If category and correct_category differ and correct_category is filled in, a change is scheduled. If correct_category is empty or null, the template is not affected.
How to request a category review
Category reviews can only be requested in WhatsApp Manager, under Business Support Home, in the template category updates area. You can request a review for:
- marketing or utility templates with
REJECTEDstatus; - marketing templates with
APPROVEDstatus, including those converted from utility.
The deadline is 60 days from creation (for approved templates) or from the date the category was updated. If the review is accepted, the category is corrected (or the scheduled change is cancelled). If not, nothing changes. Templates being rejected because they should be authentication cannot be reviewed.
For a template rejected with INCORRECT_CATEGORY, there are two other options: edit the category and resubmit, or create a new template. Keep in mind that the category of an approved template cannot be edited through the API. Rejection reasons unrelated to category are covered in WhatsApp template rejected.
Penalties for repeatedly sending marketing as utility
Repeatedly using utility for promotions is treated as abuse, with escalating measures:
| Level | Effect | Duration |
|---|---|---|
| Warning | Written warning to admins; future utility-to-marketing changes become instant | Ongoing |
| Rate limiting | Utility message volume capped in a rolling 24-hour window; excess messages are rejected | At least 7 days |
| Utility restriction | All approved utility templates become marketing; new utility templates and reviews are blocked | 7 days (30 for repeat violations) |
| Portfolio-level restriction | Same effect across every Messaging account in the business portfolio | 30 days |
Measures are communicated by email and through the account_update webhook, with violation types such as UTILITY_TEMPLATE_ABUSE.
Why the category matters so much for cost
Meta charges per delivered message, and the price depends on the category. For recipients in Brazil, the BRL rate card in effect since October 1, 2026 is:
| Category | Price per delivered message (BRL) |
|---|---|
| Marketing | R$ 0.3217 |
| Utility | R$ 0.0350 |
| Authentication | R$ 0.0350 |
An order update that becomes marketing costs roughly nine times more. Marketing also counts toward the per-user marketing limit, which can block delivery to people who already received many promotional messages, and has no volume discounts. To estimate a full send, see how much a WhatsApp campaign costs.
One recent change: until September 30, 2026, utility templates sent inside the customer service window were free. Since October 1, 2026 they are billed at the regular rate. We explain it in utility messages in the customer service window.
Checklist before creating a utility template
- Does the body mention something specific to the user (order, date, amount, ticket number)?
- Is there no word inviting the user to buy, renew or “take advantage”?
- Are the button and footer free of storefront links, slogans or sales calls to action?
- Are notices and promotions in separate templates?
For event, class or launch notices, see event reminders: utility or marketing.
How to do it with Vectalk
On Vectalk, template creation uses the same body as the Cloud API. With an instance token, the WABA is resolved automatically:
curl -X POST https://apis.vectalk.com.br/api/templates \
-H "Authorization: Bearer YOUR_INSTANCE_TOKEN" \
-H "Content-Type: application/json" \
-d '{
"name": "order_approved",
"language": "en_US",
"category": "UTILITY",
"components": [
{
"type": "BODY",
"text": "Hi {{1}}, your order {{2}} has been approved and will ship within 2 business days.",
"example": { "body_text": [["Marina", "48213"]] }
}
]
}'
The response includes id, status and category: compare the returned category with the one you requested. Afterwards, GET /api/templates?name=order_approved shows the current status and category, and template webhooks arrive in Meta’s format. Endpoints are documented at docs.vectalk.com.br, and you can sign up at apps.vectalk.com.br/register.
Frequently asked questions
Can I just choose marketing for everything and avoid trouble?
You can, but you pay more and the messages count toward the per-user marketing limit. Legitimate order, billing and account notices are cheaper and more predictable as utility.
My utility template was approved as marketing. Is that final?
No. You can request a review in Business Support Home within 60 days of the update. If the text has any promotional element, the faster route is to rewrite it and create a new template.
Can a template approved as utility change category later?
Yes. Meta reviews approved templates on a recurring basis and gives 1 day of notice through the template_category_update webhook. For accounts warned about misuse, the change is instant.
Can I send a verification code in a utility template?
No. One-time passcodes for identity verification can only be sent in authentication templates. If Meta detects one, the template is rejected on the first day of the following month.
