Meta charges nothing to access the platform itself; anything beyond its per-message rate is the provider’s service. To compare quotes, separate the two layers and put everything in a spreadsheet with your real volume.

If you are still deciding whether to integrate directly or hire someone, read going direct with Meta vs using a provider first.

The two layers of the bill

The official WhatsApp Business FAQ sums up the rule in three sentences: Meta charges businesses for the messages they send to users, there is no additional fee to access the platform directly, and partners may charge additional fees for the value-added services or technologies they provide.

Who pays Meta depends on the partner model. According to the Solution Providers documentation:

Solution Partners have credit lines they can extend to clients and can invoice clients directly for platform usage. In this case, Meta’s rate is bundled into the partner’s invoice.

Tech Providers serve clients who add their own payment method. Meta bills the client for API usage, and the provider bills only for its other services.

In the first model, a single invoice line can mix Meta’s rate and the provider’s margin; in the second, you get two separate bills.

The five components of total cost

Component

Set by

How it is charged

What to check

Meta rate

Meta

Per delivered message, by category and market

Current rate card, free service tier, volume tiers

Per-message markup

Provider

Fixed amount or percentage on each message

Calculation base: delivered, sent, free

Monthly subscription

Provider

Fixed monthly amount, sometimes with bundled volume

What is included and what is extra

Per-number fee

Provider

Monthly amount per connected number

Whether coexistence or test numbers also pay

Setup

Provider

One-time onboarding charge

What the setup actually delivers

1. Meta’s per-message rate

This is the part no provider controls. Per the platform pricing page, Meta only charges for delivered messages, not sent ones, and the price depends on the category (marketing, utility, authentication, service) and the recipient’s market. For Brazilian numbers, the rate card in Brazilian reais (BRL, shown as R$) in effect since October 1, 2026 is:

Category

Meta rate per delivered message

Marketing

R$ 0.3217

Utility

R$ 0.0350

Authentication

R$ 0.0350

Service (after the free tier)

R$ 0.0350

Two rules that took effect on October 1, 2026 affect the budget:

Free service tier: each phone number gets 1,000 free delivered service messages per month. From message 1,001 on, they are charged. The tier does not roll over and does not cover utility.

Utility inside the window: utility templates sent inside the customer service window are now charged. Details in utility messages inside the customer service window.

Utility and authentication also have monthly volume tiers, covered in WhatsApp API volume discounts. The Portuguese-language WhatsApp Business commercial page still says service and utility replies are not charged; the developer documentation, which is the technical reference, already reflects the new rules. For the full rate table, see WhatsApp API pricing in Brazil.

2. Per-message markup

This is what the provider adds to Meta’s rate on each message. It can be a fixed amount (X per message) or a percentage of the rate. The format matters more than it looks:

A fixed markup weighs more on utility and authentication, which have low rates.

A percentage markup weighs more on marketing, which has the highest rate.

The most common blind spot is the calculation base. A markup applied to sent messages, rather than delivered ones, charges even for failures. A markup applied to the free service messages charges for something Meta does not.

3. Monthly subscription

It pays for access to the provider’s platform: dashboard, support, template management, webhooks. Some plans bundle a message volume; check what happens when it runs out.

4. Per-number fee

A monthly amount per connected number, which adds up for anyone running several numbers, such as store chains and agencies. Meta’s pricing page mentions no per-number fee: when this charge exists, it comes from the provider.

5. Setup

A one-time charge to activate the account, connect the number or configure integrations. Compare what each setup actually delivers.

Questions to ask a provider

Get the answers in writing before you sign.

Does Meta’s rate show up separately from your fee on the invoice?

Do you pass Meta’s rate through at list price or with a surcharge?

Is the markup fixed or a percentage? Does it apply to sent or delivered messages?

Do failed messages generate any charge?

Do the 1,000 free service messages per number reach me without markup?

Are the utility and authentication volume discounts passed through?

What currency do you bill in? If it is not the currency Meta uses for my account, what exchange rate and date apply?

Does the subscription include messages? What happens when the bundled volume runs out?

Is there a per-number fee? Does it apply to coexistence numbers too?

Is there a setup fee, minimum term or cancellation penalty?

If I switch providers, will you share the WhatsApp account with the new partner at no cost?

Where can I see usage by category before the invoice closes?

Question 11 got simpler on September 23, 2026, when the WABA (WhatsApp Business Account) was split into a WhatsApp account (the number) and a messaging account (templates, billing, webhooks). Switching providers now means sharing the WhatsApp account with the new partner. The step-by-step is in how to switch WhatsApp API providers without losing your number.

How to estimate monthly cost in a simple spreadsheet

Use one row per category and one row per number for service, because the free tier is per number. Columns:

Column

Content

Example formula

A

Category

text

B

Messages delivered in the month

estimated volume

C

Free messages

=MIN(B2,1000)
on service rows only

D

Messages charged by Meta

=B2-C2

E

Meta rate (R$)

from the table above

F

Meta cost (R$)

=D2*E2

G

Markup per message (R$)

from the provider’s quote

H

Markup cost (R$)

=D2*G2
(or
=B2*G2
if it applies to free messages)

At the end, add up columns F and H and include the fixed costs: subscription, per-number fee times the number of numbers and, optionally, setup divided by the contract months.

Example with two numbers

A store with two numbers, one for sales and one for support, expects this monthly volume to recipients in Brazil: 8,000 marketing templates, 12,000 utility templates (including those sent inside the window), 3,000 authentication templates, and service messages of 2,500 on the support number and 800 on the sales number.

The markup below is hypothetical: R$ 0.0100 per message charged by Meta. It only illustrates the math and does not match any provider’s price.

Category

Delivered

Charged by Meta

Rate

Meta cost

Hypothetical markup

Marketing

8,000

8,000

R$ 0.3217

R$ 2,573.60

R$ 80.00

Utility

12,000

12,000

R$ 0.0350

R$ 420.00

R$ 120.00

Authentication

3,000

3,000

R$ 0.0350

R$ 105.00

R$ 30.00

Service, support number

2,500

1,500

R$ 0.0350

R$ 52.50

R$ 15.00

Service, sales number

800

0

R$ 0.0350

R$ 0.00

R$ 0.00

Total

26,300

24,500

R$ 3,151.10

R$ 245.00

Variable cost for the month: R$ 3,151.10 + R$ 245.00 = R$ 3,396.10, plus the fixed costs in the quote.

Now see how the calculation base and the markup format change the result, with the same volume:

Variation (hypothetical)

Provider cost

Total variable cost

R$ 0.0100 on the 24,500 charged by Meta

R$ 245.00

R$ 3,396.10

R$ 0.0100 on the 26,300 delivered (includes free tier)

R$ 263.00

R$ 3,414.10

10% on Meta cost

R$ 315.11

R$ 3,466.21

With 8,000 marketing messages in the mix, the percentage markup costs more; in a utility-only operation, the result could flip. Always compare using your own volume. To simulate a specific campaign, see how much a WhatsApp campaign costs.

This is an estimate: it does not apply volume tiers or taxes, and the invoice remains the source of truth. If you would rather skip the spreadsheet, the WhatsApp API pricing calculator handles the Meta part.

How billing works at Vectalk

Vectalk is a proxy for Meta’s official WhatsApp Cloud API: the client pays Vectalk and Vectalk pays Meta. The model has two parts:

The plan’s monthly subscription, for using the platform.

A prepaid balance loaded on the platform. Vectalk attaches its own credit line to the client’s number, and each delivered message is deducted from the balance.

The client does not add a card at Meta. The spreadsheet above also helps you decide how much balance to load each month. For payment options in detail, see WhatsApp API payment methods. Technical details are at docs.vectalk.com.br, and you can create an account at apps.vectalk.com.br/register. If the official API is new to you, start with the official WhatsApp API guide.

Frequently asked questions

Does Meta charge a monthly fee for the WhatsApp Business API?

No. Meta charges per delivered message and states in its official FAQ that there is no additional fee to access the platform directly. Subscriptions, per-number fees and setup are provider charges.

Are failed messages charged?

Not by Meta: it only charges for delivered messages. By the provider, it depends on the contract. Ask whether the markup applies to sent or delivered messages.

Is the 1,000 free service message tier per business or per number?

Per business phone number, per month. It does not roll over and does not apply to utility templates.

Does Meta’s rate change depending on the provider?

Meta’s rate card is public and varies by category and recipient market, not by provider. What changes between providers is the layer on top: markup, subscription, per-number fee and setup. More selection criteria are in how to choose a WhatsApp API provider.

<hr
