Without a valid payment method, billable messages stop going out. Below: how each model works, where billing lives after the September 2026 account change, and how to avoid sends blocked by a payment problem.

For per-message rates, see WhatsApp API pricing in Brazil; to tell Meta’s charges apart from a provider’s fees on an invoice, see provider fee vs. Meta fee.

Where the payment method lives: the messaging account

Since September 23, 2026, Meta has split the old WhatsApp Business Account (WABA) into two parts, according to the account model evolution docs:

WhatsApp account: holds phone numbers, the business profile, usernames and catalogs.

Messaging account: holds message templates, webhook subscriptions and billing and payment methods.

So the payment method is not tied to “the number” but to the messaging account. Each messaging account has its own payment method, independent of other messaging accounts and of ad accounts. In other words, the card that pays for your Meta ads does not automatically pay for WhatsApp.

Each partner working with a business gets its own messaging account, with separate templates, billing and metrics. The pricing page confirms that charges go to the messaging account that sent each message, and that each one keeps its own billing relationship, payment method and spend limits. The new structure is covered in WhatsApp account vs. messaging account.

Model 1: the business adds its own card

This is the path for businesses integrating directly with Meta, or using a provider without a credit line. The business adds a credit card to its account and Meta bills API usage directly.

Meta’s partner docs describe it this way: Tech Providers do not have credit lines, so the clients they onboard must provide their own payment method after onboarding; Meta bills those clients for API usage and the provider bills for its other services (partners overview). The business customer support page adds that, in this case, you must add a payment method to your messaging account before you can use the partner’s app.

General steps:

In Meta Business Suite, open Billing Hub and add the card.

Attach the payment method to the messaging account that sends the messages, not just to the business portfolio.

Check the messaging account’s currency (see below) before the first send.

Menus change often, so follow Meta’s help article “Add a credit card to your WhatsApp Business Platform account” if the interface looks different.

Who pays: the business, directly to Meta. The provider, if any, bills only for its own service.

Model 2: the provider’s credit line

Some Meta partners have a credit line with Meta and can extend it to the businesses they onboard. According to the partners overview, in this model the client skips payment method collection, and the partner can invoice the client directly for platform usage.

The share and revoke credit lines page explains the mechanics:

the business pays the partner, and the partner receives an aggregated invoice from Meta;

the partner is the “Bill To Party” for every business sharing its credit line and is liable to Meta for all of their spend;

the credit line is attached to the client’s messaging account and cannot be changed once attached;

if the client unshares the account with the partner, all messaging for that messaging account is blocked to protect the credit line, and Meta recommends the partner revoke the line.

Who pays: the provider pays Meta; the business pays the provider, on whatever terms the provider sets (postpaid, prepaid, bundles and so on).

Card or credit line: comparison

Item

Business card at Meta

Provider credit line

Who Meta invoices

The business

The provider

Card registered at Meta

Required

Not needed

Where billing lives

Business’s messaging account

Messaging account with the provider’s line attached

API usage invoice

Meta to the business

Meta to the provider; provider to the business

Spend control

Messaging account spend limits

Provider rules (balance, limit, plan)

When switching providers

The card stays with the business

The line leaves with the old provider

A card gives you a direct relationship with Meta; a credit line simplifies onboarding and puts everything on one invoice. The choice usually comes with deciding whether to go direct with Meta or through a provider; partner types are explained in what a BSP and a Tech Provider are.

Currency and invoicing

Three rules from the pricing page affect your payment setup:

Currency is chosen when the messaging account is created and cannot be changed afterwards. Meta offers Currency Migration APIs for businesses that need to switch. The platform has 16 currencies enabled.

Billing in Brazilian reais (BRL): eligible customers have been able to create BRL messaging accounts since July 2026. Charges on those accounts are invoiced in reais by Facebook Brasil, Meta’s local entity in Brazil.

BRL deadline: eligible customers must migrate every messaging account in their portfolio to BRL by June 30, 2027; from July 1, 2027, Meta stops delivering messages from non-BRL messaging accounts.

On the invoice itself: Meta charges only for delivered messages, and only charged messages count toward volume tiers (see volume discounts). When several partners send from the same number, each provider’s invoice shows only the messages from its own messaging account. Taxes on the invoice are not covered in the pricing docs, so check with your accountant.

What happens when payment fails

What Meta’s official docs confirm:

Error 131042: the error codes table defines it as “an error related to your payment method.” Listed causes include: payment account not attached, credit line over the limit, credit line not set or inactive, account deleted or suspended, timezone or currency not set.

Templates fail: the business customer support page says that when template messages fail, the likely cause is that no valid payment method has been added to the account.

Service messages beyond the free tier stop: since October 1, 2026, each number gets 1,000 free delivered service messages per month. Without a payment method on the messaging account, Meta delivers service messages within the free tier but not after it is used up (pricing page).

Unshared account: in the credit line model, if the account is unshared with the partner, all messaging for that messaging account is blocked.

A payment failure blocks exactly what drives revenue: order updates, invoice reminders and verification codes.

How to detect it in code

Handle 131042 on its own: retrying will not fix it. A Python example that reads the error from both the synchronous API response and a
failed
status webhook:

PAYMENT_ERRORS = {131042}

def check_payment_error(event):
    """event: API error response body or one item from the webhook 'statuses' array."""
    codes = []
    if "error" in event: # synchronous API response
        codes.append(event["error"].get("code"))
    for e in event.get("errors", []): # 'failed' status in the webhook
        codes.append(e.get("code"))
    if any(c in PAYMENT_ERRORS for c in codes):
        alert_finance("Sending blocked by payment method (131042)")
        return True
    return False

alert_finance
is your own alerting function. Pausing the queue when the error shows up keeps you from burning a whole batch on failures. The full list of codes is in WhatsApp API error codes.

Checklist when the error appears

Confirm that the sending messaging account has a payment method attached (not just the portfolio).

Check Billing Hub for a declined card. Meta’s support page suggests contacting the issuing bank, waiting a few days or trying another card.

If you pay through a credit line, contact the provider: the limit may be exceeded or the line may be inactive.

If nothing works, open a ticket in Meta Direct Support under the billing topic, with the transaction ID copied from Billing Hub.

Switching providers changes the payment setup

Switching providers means sharing your WhatsApp account with the new partner, which gets its own messaging account and, with it, its own billing. The old provider’s credit line does not come along, and Meta’s support page notes that still sharing a previous partner’s credit line can block onboarding with the new one. Plan the move with how to switch WhatsApp API providers without losing your number.

How payment works at Vectalk

Vectalk uses the credit line model, with no card at Meta:

Vectalk attaches its credit line to the client’s number;

the client pays the plan’s monthly fee and loads a prepaid balance on the platform;

each delivered message is deducted from the balance; failed messages are not charged;

the client does not register a card with Meta and gets a single bill from Vectalk, which pays Meta.

The dashboard has a plans and invoices area. Since the balance is prepaid, you decide how much to load and track usage per delivered message. To get started, sign up at apps.vectalk.com.br/register; technical docs are at docs.vectalk.com.br, and the official WhatsApp API guide covers the requirements. Billing questions: Help Center.

Frequently asked questions

Do I need a credit card to use the WhatsApp Business API?

Only if your messaging account does not have a provider’s credit line. Direct integration, or a provider without a credit line, requires your own payment method.

Does my Meta ads card work for WhatsApp?

Not automatically. Meta states that each messaging account’s payment method is independent of ad accounts. You need to attach a payment method to the messaging account.

Am I charged for failed messages?

No. Meta charges only for delivered messages. At Vectalk, the balance is also deducted only for delivered messages.

What does error 131042 mean?

It is a payment method problem: payment account not attached, credit line over the limit or inactive, suspended account, or currency and timezone not set. Fix billing before resending.

Official sources checked on October 29, 2026: WhatsApp account model evolution, WhatsApp Business Platform pricing, Partners overview, Share and revoke credit lines, Business customer support, Error codes, Add a credit card to your WhatsApp Business Platform account.

Your own card at Meta or a provider’s credit line?
