Most of these messages are utility, which is far cheaper than marketing; in Brazil, for example, utility costs R$ 0.0350 per delivered message versus R$ 0.3217 for marketing. What separates the two categories is content: telling the user about their account is utility; trying to sell an upgrade or a renewal is marketing.

This guide walks through the journey from signup to NPS, with sample events and templates, the category of each, the cost and the code to connect your product’s webhook to the API.

The journey in one table

Stage

Product event

Message

Likely category

Signup

user.signed_up
with opt-in

Confirmation and first step

Utility

Activation

setup.step_pending
after 24 h

The step still needed to finish setup

Utility

Activation

integration.connected

Confirmation that the integration is live

Utility

Usage

report.ready

Report available, with a link

Utility

Trial ending

trial.ending

End date and what happens to the data

Utility if it only informs

Conversion

trial.ending
+ offer

Invitation to subscribe, with a discount

Marketing

Billing

invoice.created
,
payment.failed

Invoice issued, card declined

Utility

Support

ticket.resolved

Survey about that support interaction

Utility (if tied to the ticket)

Relationship

Quarterly

General product NPS

Marketing

The right-hand column comes from Meta’s template categorization documentation: utility must be non-promotional and specific to, or essential for, the user. Account updates, setup steps and payment reminders are among the official utility examples. Renewal attempts and generic surveys are marketing. Meta decides based on content, not on the category you pick, and can recategorize approved templates. The guide on how Meta categorizes your template explains the criteria.

1. Signup: where opt-in begins

Without opt-in, nothing else happens. The natural place is the signup form: a phone field and an unchecked checkbox naming the company and the purpose.

“Send me account notifications from Sample on WhatsApp (setup, invoices and support). I can opt out at any time.”

If you also want to send news and offers, ask in a separate checkbox. Meta recommends opt-ins per message category, and that protects your transactional channel. See how to build a WhatsApp opt-in list.

2. Welcome with a single next step

The first message is not a feature tour. It confirms the opt-in and points to one step:

“Hi {{1}}, your Sample account is ready. To get started, connect your {{2}}: it takes about 2 minutes. You’ll get your account notifications here.”

Add a URL button to the setup screen. Welcome messages that list features or ask for referrals tend to become marketing.

3. Activation: product events trigger utility

Activation is when the user reaches the first real value. In B2B SaaS, it is usually a connected integration, the first data import or the first teammate invited. WhatsApp fits two kinds of events:

Pending step. The user started and stopped. Meta’s own utility example is a setup notice: “To finish setting up your profile, you need to upload a photo.” In SaaS: “{{1}}, you still need to connect your {{2}} account to generate your first report.”

Milestone reached. “Your {{1}} integration is live. Data from the last 30 days is now on your dashboard.”

Two practical rules:

Trigger on behavior, not on a calendar. Send the pending-step notice only if the step is still pending; cancel it if the user finishes first.

Per-user cap. Set a maximum number of activation notices per week in your system. Too many messages lead to blocks, and blocks hurt your number’s quality rating.

4. Trial ending: separate the notice from the offer

This is where the most common mistake happens. Meta’s documentation says utility should not attempt to secure renewals, and gives this as a marketing example: “Your subscription will expire on {{date}}! Renew today to save {{discount}}.”

So use two templates:

Template

Copy

Category

trial_ending_notice

“Your Sample trial ends on {{1}}. After that date, the account switches to read-only and your data is kept for {{2}} days.”

Utility, if approved as such

trial_subscribe_offer

“Your trial ends on {{1}}. Subscribe before then and get {{2}} off your first month.”

Marketing

The notice only reports the account status. The offer tries to convert and is marketing, at the marketing rate. If Meta classifies the notice as marketing during review, accept it and adjust the copy rather than forcing it.

5. Billing your own customers

Invoice reminders and declined-payment notices for your own customers are utility. The official example is “Reminder: Your monthly payment for {{service}} will be billed on {{date}}.” Offers or upsells in the same text turn it into marketing.

Typical SaaS events:

invoice.created
: invoice issued, with amount, due date and payment link (in Brazil, often a boleto bank slip or a PIX instant payment).

payment.failed
: card declined, with a link to update it.

subscription.suspended
: account suspended for non-payment, with next steps.

Collecting third-party debt is prohibited by the WhatsApp Business Messaging Policy. A SaaS billing its own subscription is billing its own customer. The WhatsApp billing reminders article shows a full schedule.

6. NPS and feedback

Meta says a generic survey or general feedback request will not be approved as utility. A survey about a specific interaction, such as a support ticket, can be.

ticket.resolved
→ “Your ticket #{{1}} has been closed. How was the support?” with rating buttons. Utility.

Quarterly product NPS → marketing.

Details in WhatsApp NPS surveys.

Architecture: from product webhook to template

The simplest design has three parts:

Your product publishes events (
user.signed_up
,
trial.ending
,
invoice.created
) to an internal webhook or a queue.

A notification service decides whether to send: it checks opt-in, time of day, the per-user cap and whether the event is still valid.

The service calls the API and stores the returned
wamid
to match it with delivery statuses.

A Node.js (Express) example that receives the product event and sends the template through Vectalk:

import express from 'express';

const app = express();
app.use(express.json());

const TEMPLATES = {
  'setup.step_pending': (e) => ({ name: 'pending_step', params: [e.user.first_name, e.step_label] }),
  'trial.ending': (e) => ({ name: 'trial_ending_notice', params: [e.trial_ends_on, '30'] }),
  'invoice.created': (e) => ({ name: 'invoice_issued', params: [e.user.first_name, e.amount, e.due_date] }),
};

app.post('/product-events', async (req, res) => {
  const event = req.body;
  res.sendStatus(202); // reply fast; sending continues in the background

  const build = TEMPLATES[event.type];
  if (!build || !event.user.whatsapp_optin) return;
  if (await alreadySent(event.id)) return; // idempotency: one event never produces two messages

  const { name, params } = build(event);
  const r = await fetch('https://apis.vectalk.com.br/api/messages', {
    method: 'POST',
    headers: {
      Authorization: `Bearer ${process.env.VECTALK_TOKEN}`, // instance token
      'Content-Type': 'application/json',
    },
    body: JSON.stringify({
      messaging_product: 'whatsapp',
      to: event.user.phone,
      type: 'template',
      template: {
        name,
        language: { code: 'en_US' },
        components: [{ type: 'body', parameters: params.map((text) => ({ type: 'text', text })) }],
      },
    }),
  });
  const body = await r.json();
  await logSend(event.id, body.messages?.[0]?.id ?? null, r.status);
});

app.listen(3000);

alreadySent
and
logSend
are your own database functions. The WhatsApp webhook then delivers statuses (
delivered
,
read
,
failed
) and user replies, including button taps. To build the receiving side, see the WhatsApp bot with Node.js on the official API; if you integrate directly with Meta, validate the webhook signature.

How much it costs

Using Meta’s rates for recipients in Brazil since October 1, 2026 (in Brazilian reais), here is a hypothetical month:

Message

Volume

Rate

Cost

Welcome and activation (utility)

3,000

R$ 0.0350

R$ 105.00

Invoice and payment notices (utility)

2,000

R$ 0.0350

R$ 70.00

Trial-ending offer (marketing)

500

R$ 0.3217

R$ 160.85

Support replies inside the window (service)

900

free tier

R$ 0.00

Service messages are free up to 1,000 per month per number; from the 1,001st, they cost R$ 0.0350 in Brazil. And since October 2026, utility templates sent inside the customer service window are also charged. For other countries, use Meta’s pricing page. See utility messages inside the service window.

How to measure the effect on activation and churn

Store each send’s
wamid
alongside the event that triggered it. That lets you compare groups: how fast did users who got the pending-step notice finish setup, compared to those who didn’t? A simple test is to hold back sends for a fraction of users for a few weeks. Useful metrics:

step completion rate after the notice;

time to activation;

payments recovered after
payment.failed
;

block and opt-out rate per template.

How to do it with Vectalk

Vectalk is a proxy for Meta’s official WhatsApp Cloud API: the JSON is the same as Meta’s, and you pay Vectalk, which pays Meta, with no card registered on Meta. For a SaaS:

create templates with
POST /api/templates
using the instance token;

send with
POST /api/messages
;

register your notification service URL with
POST /api/webhooks
to receive statuses and replies.

The quickstart shows the first send, and you can sign up at apps.vectalk.com.br/register. If you are still getting to know the API, start with our WhatsApp Cloud API guide. For more ready-to-use copy, see the template examples by industry.

Frequently asked questions

Is a trial-ending notice utility or marketing?

It depends on the copy. If it only states the date and what happens to the account, it can be approved as utility. If it invites the user to subscribe, offers a discount or tries to secure the renewal, it is marketing.

Can I send product usage tips as utility?

General tips about features tend to be marketing. A notice about a pending setup step in that user’s account is utility.

Do I need opt-in if the user is already a customer?

Yes. The policy requires permission to receive messages from the business. Collect it at signup or ask in the first conversation.

Does WhatsApp replace email in onboarding?

It doesn’t have to. Use WhatsApp for urgent or quick-action notices and keep email for long-form content.

Official sources
