If the number does not have two-step verification yet, that PIN becomes its PIN; if it already has one, you must send the current PIN or you get error <code>133005<\/code>. Without this registration, the number exists in your account but cannot send or receive messages through the API.<\/p>\n\n\n\n<p>This guide covers the right order (verify, register, check), what the PIN does, attempt limits, <code>deregister<\/code>, and a table of registration errors from Meta&#8217;s documentation.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Where registration fits<\/h2>\n\n\n\n<p>Getting a number onto Cloud API involves three steps that often get mixed up:<\/p>\n\n\n\n<figure class=\"wp-block-table\"><table><thead><tr><th>Step<\/th><th>What it proves<\/th><th>Call<\/th><\/tr><\/thead><tbody><tr><td>Add the number<\/td><td>That it belongs to your WhatsApp Business account<\/td><td>Done in WhatsApp Manager or Embedded Signup<\/td><\/tr><tr><td>Verify the number<\/td><td>That you have access to the phone (code by SMS or voice call)<\/td><td><code>POST \/{id}\/request_code<\/code> and <code>POST \/{id}\/verify_code<\/code><\/td><\/tr><tr><td>Register the number<\/td><td>That it should run on Cloud API, with a two-step PIN<\/td><td><code>POST \/{id}\/register<\/code><\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<p>If you onboard through a provider&#8217;s Embedded Signup, part of these steps happens on the signup screen itself; it still helps to know what each one does to make sense of the errors below. Before you start, check the number requirements in <a href=\"https:\/\/vectalk.com.br\/blog\/en\/use-existing-whatsapp-number-business-api\/\">how to use an existing WhatsApp number with the Business API<\/a>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Step 1: verify the number (if it is not yet)<\/h2>\n\n\n\n<p>Per <a href=\"https:\/\/developers.facebook.com\/documentation\/business-messaging\/whatsapp\/business-phone-numbers\/phone-numbers\" target=\"_blank\" rel=\"noreferrer noopener\">Meta&#8217;s phone numbers page<\/a>, first check the verification status:<\/p>\n\n\n\n<pre class=\"wp-block-code\"><code class=\"language-bash\">curl \"https:\/\/graph.facebook.com\/v26.0\/PHONE_NUMBER_ID?fields=code_verification_status,display_phone_number,verified_name\" \\\n  -H \"Authorization: Bearer $TOKEN\"<\/code><\/pre>\n\n\n\n<p>If <code>code_verification_status<\/code> is not <code>VERIFIED<\/code>, request a code. <code>code_method<\/code> accepts <code>SMS<\/code> or <code>VOICE<\/code>:<\/p>\n\n\n\n<pre class=\"wp-block-code\"><code class=\"language-bash\">curl -X POST \"https:\/\/graph.facebook.com\/v26.0\/PHONE_NUMBER_ID\/request_code\" \\\n  -H \"Authorization: Bearer $TOKEN\" \\\n  -H \"Content-Type: application\/json\" \\\n  -d '{ \"code_method\": \"SMS\", \"language\": \"en_US\" }'<\/code><\/pre>\n\n\n\n<p>Then confirm with the code you received:<\/p>\n\n\n\n<pre class=\"wp-block-code\"><code class=\"language-bash\">curl -X POST \"https:\/\/graph.facebook.com\/v26.0\/PHONE_NUMBER_ID\/verify_code\" \\\n  -H \"Authorization: Bearer $TOKEN\" \\\n  -H \"Content-Type: application\/json\" \\\n  -d '{ \"code\": \"123456\" }'<\/code><\/pre>\n\n\n\n<p>If the number is already verified, <code>request_code<\/code> returns HTTP 400 with error <code>136024<\/code>, so check the status first.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Step 2: register with the PIN<\/h2>\n\n\n\n<p>The registration call, per <a href=\"https:\/\/developers.facebook.com\/documentation\/business-messaging\/whatsapp\/business-phone-numbers\/registration\" target=\"_blank\" rel=\"noreferrer noopener\">Meta&#8217;s registration documentation<\/a>:<\/p>\n\n\n\n<pre class=\"wp-block-code\"><code class=\"language-bash\">curl -X POST \"https:\/\/graph.facebook.com\/v26.0\/PHONE_NUMBER_ID\/register\" \\\n  -H \"Authorization: Bearer $TOKEN\" \\\n  -H \"Content-Type: application\/json\" \\\n  -d '{\n    \"messaging_product\": \"whatsapp\",\n    \"pin\": \"482915\"\n  }'<\/code><\/pre>\n\n\n\n<p>Parameters:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><code>messaging_product<\/code> (required): always <code>\"whatsapp\"<\/code>.<\/li>\n\n\n<li><code>pin<\/code> (required): 6 digits. If two-step verification is already on, use the existing PIN. If not, the value you send becomes the number&#8217;s PIN.<\/li>\n\n\n<li><code>data_localization_region<\/code> (optional): 2-letter ISO 3166 country code to enable local data storage. You cannot disable or change it directly later: you have to deregister and register again.<\/li>\n\n<\/ul>\n\n\n\n<p>The token needs the <code>whatsapp_business_management<\/code> and <code>whatsapp_business_messaging<\/code> permissions. For production, use a permanent system user access token.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">What the two-step PIN is<\/h3>\n\n\n\n<p>The two-step verification PIN is an extra security layer: once set, every new registration of the number requires the current PIN. It is not the same as the 6-digit code sent by SMS. The SMS code proves you hold the SIM; the PIN proves you own the registration.<\/p>\n\n\n\n<p>Per the <a href=\"https:\/\/developers.facebook.com\/documentation\/business-messaging\/whatsapp\/business-phone-numbers\/two-step-verification\" target=\"_blank\" rel=\"noreferrer noopener\">two-step verification page<\/a>, you can also set the PIN with <code>POST \/{phone-number-id}<\/code> and the body <code>{\"pin\": \"123456\"}<\/code>. There is no endpoint to disable two-step verification. To change the PIN in WhatsApp Manager, open the number&#8217;s settings, go to the <strong>Two-step verification<\/strong> tab and click <strong>Change PIN<\/strong>.<\/p>\n\n\n\n<p>Keep the PIN in your company&#8217;s password vault, not in the head of whoever did the setup. You will need it again for any new registration, including when switching providers. More in <a href=\"https:\/\/vectalk.com.br\/blog\/en\/whatsapp-business-account-security\/\">WhatsApp Business account security<\/a>.<\/p>\n\n\n\n<p>A change in progress: Meta says it is gradually deprecating the 6-digit PIN for eligible Cloud API numbers. For eligible numbers, the two-step verification tab disappears from WhatsApp Manager; if you still see it, the number is not eligible yet. Check the official page before automating this step.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Step 3: check the status<\/h2>\n\n\n\n<p>After registering, query the number:<\/p>\n\n\n\n<pre class=\"wp-block-code\"><code class=\"language-bash\">curl \"https:\/\/graph.facebook.com\/v26.0\/PHONE_NUMBER_ID?fields=status,code_verification_status,name_status,quality_rating\" \\\n  -H \"Authorization: Bearer $TOKEN\"<\/code><\/pre>\n\n\n\n<p>What to look for:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><code>status<\/code>: must be <code>CONNECTED<\/code> to send and receive through the API.<\/li>\n\n\n<li><code>code_verification_status<\/code>: <code>VERIFIED<\/code>.<\/li>\n\n\n<li><code>name_status<\/code>: display name state (<code>APPROVED<\/code>, <code>AVAILABLE_WITHOUT_REVIEW<\/code>, <code>DECLINED<\/code>, <code>EXPIRED<\/code>, <code>PENDING_REVIEW<\/code> or <code>NONE<\/code>).<\/li>\n\n\n<li><code>quality_rating<\/code>: the number&#8217;s quality.<\/li>\n\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Attempt limits<\/h2>\n\n\n\n<p>Registration and deregistration are rate limited: <strong>10 requests of each per number in a moving 72-hour window<\/strong>. Beyond that, the API returns <code>133016<\/code> and blocks the action for the next 72 hours. So do not put <code>register<\/code> inside an automatic retry loop. If it fails, read the error, fix the cause, and only then try again.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Registration errors and how to fix them<\/h2>\n\n\n\n<p>The codes below come from the <a href=\"https:\/\/developers.facebook.com\/documentation\/business-messaging\/whatsapp\/support\/error-codes\" target=\"_blank\" rel=\"noreferrer noopener\">Cloud API error code table<\/a>, except <code>136024<\/code>, which comes from the phone numbers page:<\/p>\n\n\n\n<figure class=\"wp-block-table\"><table><thead><tr><th>Code<\/th><th>Meaning<\/th><th>What to do<\/th><\/tr><\/thead><tbody><tr><td><code>133000<\/code><\/td><td>A previous deregistration attempt failed<\/td><td>Deregister again before registering<\/td><\/tr><tr><td><code>133004<\/code><\/td><td>Server temporarily unavailable<\/td><td>Check the platform status page and the <code>details<\/code> field before retrying<\/td><\/tr><tr><td><code>133005<\/code><\/td><td>Two-step verification PIN incorrect<\/td><td>Use the current PIN, or change it in WhatsApp Manager and register with the new one<\/td><\/tr><tr><td><code>133006<\/code><\/td><td>Number must be verified before registering<\/td><td>Run <code>request_code<\/code> and <code>verify_code<\/code><\/td><\/tr><tr><td><code>133008<\/code><\/td><td>Too many PIN guesses for this number<\/td><td>Wait for the time given in <code>details<\/code><\/td><\/tr><tr><td><code>133009<\/code><\/td><td>PIN entered too quickly<\/td><td>Check <code>details<\/code> before retrying<\/td><\/tr><tr><td><code>133010<\/code><\/td><td>Number not registered on the platform<\/td><td>Register the number before sending messages<\/td><\/tr><tr><td><code>133015<\/code><\/td><td>Number was recently deleted and deletion has not finished<\/td><td>Wait 5 minutes and retry<\/td><\/tr><tr><td><code>133016<\/code><\/td><td>Too many registration or deregistration attempts in a short time<\/td><td>Wait for the 72-hour block to end<\/td><\/tr><tr><td><code>136024<\/code><\/td><td>Number already verified (on <code>request_code<\/code>)<\/td><td>Skip to registration<\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<p>The cases you will see most often:<\/p>\n\n\n\n<p><strong>133010 when sending a message.<\/strong> The number was added and even verified, but <code>register<\/code> was never called. Common with manually connected numbers and test setups. The fix is to register.<\/p>\n\n\n\n<p><strong>133005 when switching providers.<\/strong> The number comes from another platform with two-step verification on, and nobody knows the PIN. Ask the previous provider for the PIN, or change it in WhatsApp Manager if you have access to the account, and register with the new value. If the account has no restriction, check the PIN.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">When to register again<\/h2>\n\n\n\n<p>Per the registration documentation, registration is not a one-time event:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>When you first implement the API<\/strong>, where Meta enforces two-step verification.<\/li>\n\n\n<li><strong>After a display name change<\/strong>: once the new name is approved (the <code>phone_number_name_update<\/code> webhook confirms it), register the number again. Registering before approval has no effect.<\/li>\n\n\n<li><strong>To change or disable local storage<\/strong> (<code>data_localization_region<\/code>): deregister and register again.<\/li>\n\n\n<li><strong>When migrating from On-Premises to Cloud API<\/strong>, which has extra steps before registration.<\/li>\n\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Deregistering<\/h2>\n\n\n\n<pre class=\"wp-block-code\"><code class=\"language-bash\">curl -X POST \"https:\/\/graph.facebook.com\/v26.0\/PHONE_NUMBER_ID\/deregister\" \\\n  -H \"Authorization: Bearer $TOKEN\"<\/code><\/pre>\n\n\n\n<p>What happens, per Meta: the number stops working on Cloud API and local storage is disabled if it was on. The number and its message history are <strong>not<\/strong> deleted. Two key restrictions: you cannot deregister a number used on both Cloud API and the WhatsApp Business app (coexistence), and without the <code>whatsapp_business_management<\/code> permission the call returns error <code>200<\/code>.
