WhatsApp Business API pricing by country in 2026

Updated on October 28, 2026

WhatsApp Business API pricing varies by country because Meta charges for each delivered message based on its category (marketing, utility, authentication or service) and the country calling code of the recipient’s phone number. Under the official USD rate card in effect since October 1, 2026, a marketing message costs $0.0250 in North America (US and Canada), $0.0635 in the UK, $0.0625 in Brazil and $0.1365 in Germany. Below are the rates for 13 frequently searched countries plus the “Rest of Latin America” region, taken only from Meta’s official rate card.

For a broader overview of how the platform works and what it costs, see our WhatsApp Cloud API guide.

How Meta prices each message

Since July 1, 2025, WhatsApp Business Platform pricing has been per delivered message. Meta’s pricing page (updated September 30, 2026) sets the rules:

  • only business-to-user messages are charged, and only when they are delivered;
  • the price depends on the message category and the market;
  • the market is the recipient’s country calling code, not where your business is located or where your sending number is registered.

In practice, a US company sending a marketing template to a customer with a +44 number pays the UK rate. A Brazilian company messaging a +1 customer pays the North America rate.

Since October 1, 2026, the rate card has 47 markets: 39 named countries and 8 regions that group countries without their own rate (such as “Rest of Latin America” and “North America”). Countries not listed anywhere fall under “Other”.

The service rate only applies after the monthly free tier of 1,000 service messages per business phone number. Service messages are free-form (non-template) replies sent inside the customer service window.

The Meta Business Agent category, for replies generated by Meta’s own AI, has the same price in every market on the rate card: $2.00 per 1 million tokens.

Which countries are in “North America” and “Rest of Latin America”

According to the country calling code mapping on the pricing page:

  • North America (2 markets): United States and Canada, both +1.
  • Rest of Latin America (15 markets): Bolivia, Costa Rica, Dominican Republic, Ecuador, El Salvador, Guatemala, Haiti, Honduras, Jamaica, Nicaragua, Panama, Paraguay, Puerto Rico, Uruguay and Venezuela.

Brazil, Mexico, Colombia, Argentina, Chile and Peru have their own rates and are not part of the region.

What the rate card does not tell you

United States: marketing templates are not delivered

The rate card lists a marketing rate for North America, but Meta’s per-user marketing limits page states that WhatsApp currently does not deliver marketing template messages to users with US phone numbers (+1 with a US area code). Attempts return an error. For US customers, what works today is utility, authentication and service messages. The North America marketing rate still applies to Canada.

Authentication-international

Some markets, such as India and Indonesia, have an authentication-international rate that is higher than the regular authentication rate. Meta only charges it to businesses that qualify under its rules, gives a 30-day eligibility notice, and lets businesses keep the regular authentication rate in the market of their primary business location.

Volume tiers for utility and authentication

Utility and authentication get cheaper as monthly volume grows, per market-category pair (for example, UK-utility). Marketing and service have no volume discount. From the “Volume tiers in USD” spreadsheet:

MarketUtility: list rate up toUtility: lowest rateAuthentication: list rate up toAuthentication: lowest rate
North America80,000/month$0.0026100,000/month$0.0026
United Kingdom100,000/month$0.0165300,000/month$0.0165
Germany100,000/month$0.0413300,000/month$0.0413
India25,000,000/month$0.0010750,000/month$0.0010
Brazil250,000/month$0.0051500,000/month$0.0051
Mexico1,000,000/month$0.0064250,000/month$0.0064

The lowest rate is a 25% discount off the list rate (30% in India) and only applies in the top tier. Only charged messages count toward volume, and the count resets every month.

Messages that are free

Two situations are not charged: the first 1,000 service messages each month per phone number, and messages sent inside a free entry point window, which opens when a customer arrives from a Click-to-WhatsApp ad and the business replies. Since October 1, 2026, utility templates sent inside the customer service window are charged; see what changed for utility messages.

Billing currency

The reference rate card is in USD, but Meta has 16 billing currencies enabled since July 1, 2026: USD, AED, ARS, AUD, BRL, CLP, COP, EUR, GBP, IDR, INR, MXN, MYR, PEN, SAR and SGD. The currency is chosen when the messaging account is created and cannot be changed afterwards (Meta offers currency migration APIs to move to a new account).

Meta also set local-currency deadlines for eligible customers: from January 1, 2027, it stops delivering messages from non-INR messaging accounts in India, and from July 1, 2027, from non-BRL accounts in Brazil.

Example: one campaign, five countries

To compare, picture 10,000 marketing templates delivered in each market:

MarketMarketing rate10,000 deliveries
India$0.0118$118.00
Brazil$0.0625$625.00
United Kingdom$0.0635$635.00
France$0.0859$859.00
Germany$0.1365$1,365.00

If your list mixes countries, price each slice separately:

# Meta USD list rates, effective Oct 1, 2026 ("List rates in USD" spreadsheet)
RATES_USD = {
    "GB": {"marketing": 0.0635, "utility": 0.0220},
    "DE": {"marketing": 0.1365, "utility": 0.0550},
    "FR": {"marketing": 0.0859, "utility": 0.0300},
    "ES": {"marketing": 0.0707, "utility": 0.0200},
}

def cost(deliveries_by_country, category):
    return round(sum(n * RATES_USD[c][category] for c, n in deliveries_by_country.items()), 2)

print(cost({"GB": 5000, "DE": 3000, "FR": 2000}, "marketing"))  # 898.8

Only delivered messages are billed; failures are free. To estimate your delivery rate before sending, see how to estimate a WhatsApp campaign’s cost. For a seasonal peak across several countries, our Black Friday WhatsApp playbook applies these rates to a real calendar.

When prices change

Meta only changes rates on the first day of a quarter (January 1, April 1, July 1 and October 1) and gives at least one month’s notice for rate card updates. In the October 1, 2026 update, for example, marketing went up in Mexico and utility and authentication went up in Peru. The next possible change date is January 1, 2027, so check the spreadsheet before locking your quarterly budget. For a month-by-month view of this year’s changes, see WhatsApp API changes in 2026.

How to do this with Vectalk

Vectalk is a proxy for Meta’s official WhatsApp Cloud API: you pay Vectalk and Vectalk pays Meta, so you don’t need to add a card to Meta. Meta’s rates are the ones in the table above, based on each recipient’s country. Status webhooks arrive in Meta’s format, including the pricing object (category and whether the message was billable), and the API has message analytics endpoints to track volume by period. Frequently asked questions

Does the price depend on where my company is based?

No. The recipient’s country calling code decides the rate. A US company pays the UK rate when messaging a +44 number.

Which country on this list is cheapest for marketing?

Among these markets, India ($0.0118) and Colombia ($0.0125) have the lowest marketing rates. Germany ($0.1365) is the highest.

Can I send marketing messages to US customers?

Not at the moment. Meta states that WhatsApp does not deliver marketing templates to US phone numbers. Utility, authentication and service messages work normally at North America rates.

Is there a volume discount for marketing?

No. Volume tiers only apply to utility and authentication, per market.

Are local-currency rate cards different from the USD one?

Meta publishes a separate rate card for each billing currency. Use the one that matches your messaging account’s currency.
