Restricted or disabled Business Manager: what happens to WhatsApp

Updated on October 28, 2026

When your Business Manager (now called a business portfolio) shows as restricted, the first question is: restricted from what? An advertising restriction stops you from running ads, including Click-to-WhatsApp ads, while WhatsApp enforcement is applied to the WhatsApp account and ranges from a 1-day template block to permanent disablement. In both cases you request a review in Business Support Home, and Meta says decisions typically take 24 to 48 hours.

This guide separates the types of restriction, shows what each one blocks on WhatsApp, how to confirm which one you have and how to request a review without making things worse.

Three different situations with the same name

“Restricted Business Manager” is used to describe very different problems. Before you act, work out which one is yours:

SituationWhat Meta says happensWhere it shows upHow to appeal
Advertising restriction on the portfolio, ad account, Page or userThe restricted account or asset can’t be used to advertise across Meta technologiesAccount Quality and Business Support HomeRequest a review; typically completed in 48 hours, with an email notification
Policy violation on the WhatsApp accountWarning, temporary block on templates or on all messages, or an indefinite lockBusiness Support Home and the account_update webhookRequest Review on the Messaging account; decision typically in 24 to 48 hours
WhatsApp account disabledThe account can be permanently disabled from the platform after multiple warnings and restrictions, or immediately in severe casesaccount_update webhook (DISABLED_UPDATE)Request a review, when the violation allows it

To be clear about the limits of the documentation: the Meta pages we reviewed don’t describe in detail what an advertising restriction on the portfolio does to sending messages through the API. The documented effect is on ads. That is why checking the WhatsApp side (see “How to find out what is restricted”) is essential before concluding anything.

WhatsApp’s enforcement ladder

For the WhatsApp account, the policy enforcement page describes progressive enforcement, with each restriction lasting longer than the last:

StepWhat it blocksDuration
WarningNothing; it describes the policy violated—
Template blockSending marketing, utility and authentication templates, and adding phone numbers1 or 3 days
Full messaging blockSending any message and adding phone numbers5, 7 or 30 days
Account lockSending any messageIndefinite; removed only through an appeal
Permanent disablementAccess to the WhatsApp Business PlatformPermanent

There is an important exception: for severe harm, such as child exploitation, scams, terrorism or illegal drug sales, Meta can offboard the account without the usual steps. Excessive negative user feedback (blocks and reports) can also lead to limits or offboarding.

The WhatsApp Business Messaging Policy adds that when an account is terminated for violations, Meta may ban the organization from using WhatsApp products in the future.

What happens to numbers, templates and messages

The account_update webhook is the most precise way to know what is blocked. In the webhook reference, the ACCOUNT_RESTRICTION event carries a restriction_info list with the restriction type and expiration date. The most common types:

restriction_typeIn practice
RESTRICTED_BIZ_INITIATED_MESSAGINGYou can’t start conversations (templates)
RESTRICTED_CUSTOMER_INITIATED_MESSAGINGYou can’t reply to messages customers send
RESTRICTED_ADD_PHONE_NUMBER_ACTIONYou can’t add phone numbers
RESTRICTED_UTILITY_TEMPLATESYou can’t create utility templates

A few facts about account structure help explain the scope:

  • Messaging limits belong to the portfolio. The messaging limits page says limits are calculated at the business portfolio level and shared by all phone numbers in it.
  • Quality belongs to the number. Under the new account model, quality ratings stay with the phone number inside the WhatsApp account; business verification stays with the portfolio.
  • WhatsApp account vs Messaging account. Since September 23, 2026, the number lives in the WhatsApp account, while templates, billing and webhooks live in the Messaging account. Reviews are requested by selecting the affected Messaging account. Details in WhatsApp account vs Messaging account.

How to find out what is restricted

Three places, in this order:

  1. Business Support Home. This is where Meta lists the Messaging account’s violations and where the review button lives. For ads, Meta also points to Account Quality.
  2. The account_update webhook. If your system subscribes to this field, it gets the event in real time, with the restriction type and duration.
  3. API responses. Blocked sends return an error; the code and details tell you why. See WhatsApp API error codes.

A minimal Node.js handler for the webhook, to alert your team and pause campaigns:

app.post('/webhook', (req, res) => {
  res.sendStatus(200);
  for (const entry of req.body.entry ?? []) {
    for (const change of entry.changes ?? []) {
      if (change.field !== 'account_update') continue;
      const v = change.value;

      if (v.event === 'ACCOUNT_RESTRICTION') {
        for (const r of v.restriction_info ?? []) {
          const until = new Date(r.expiration * 1000).toISOString();
          alert(`Account ${entry.id}: ${r.restriction_type} until ${until}`);
          if (r.restriction_type === 'RESTRICTED_BIZ_INITIATED_MESSAGING') pauseCampaigns(entry.id);
        }
      }

      if (v.event === 'DISABLED_UPDATE') {
        // waba_ban_state: DISABLE, REINSTATE or SCHEDULE_FOR_DISABLE
        alert(`Account ${entry.id}: ${v.ban_info?.waba_ban_state}`);
      }

      if (v.event === 'ACCOUNT_VIOLATION') {
        alert(`Account ${entry.id}: violation ${v.violation_info?.violation_type}`);
      }
    }
  }
});

alert and pauseCampaigns are your own functions (Slack, email, campaign queue).

How to request a review

For WhatsApp account violations, Meta describes the path like this:

  1. Open Business Support Home and select the affected Messaging account.
  2. Pick the violation from the list and click Request Review.
  3. In the dialog, explain why the decision is wrong or what you have fixed, and click Submit.
  4. The request moves to the In Review tab. The decision is sent through Business Manager and typically takes 24 to 48 hours.

The outcome is either Unchanged or Reversed. If it is reversed and the account is back in compliance, it returns to its previous status. Restricted or disabled accounts can still appeal, but not every spam violation can be appealed; in some cases you have to wait for the restriction to end.

For advertising restrictions, you also request the review in Business Support Home (or Account Quality). Meta says the review is typically completed in 48 hours, sometimes longer, and that the decision arrives by email.

What helps a review request:

  • Verifiable facts. How the contact opted in, on what date and through which channel.
  • What you fixed. Rewritten template, cleaned list, lower frequency, unsubscribe button added.
  • One clear explanation. Vague or generic requests give Meta nothing to assess.

If the review doesn’t solve it, the support path is in Meta support for WhatsApp Business.

What not to do

  • Create another portfolio to get around it. The Advertising Standards prohibit helping anyone evade or circumvent enforcement, and WhatsApp’s policy allows Meta to ban the organization from future products after a termination for violations.
  • Keep the same campaign going on another number. Limits belong to the portfolio, and the behavior that triggered enforcement keeps generating reports.
  • Appeal in bulk. Nothing in the documentation says multiple requests about the same violation speed up the review.

How to prevent it

Most WhatsApp enforcement comes from negative feedback and messages outside the policy. The practices that matter most:

  • Clear, recorded opt-in, as the Messaging Policy requires, and honoring every opt-out request, inside or outside WhatsApp.
  • Monitor your number’s quality and lower volume when it drops: WhatsApp phone number quality rating.
  • Respect what the policy prohibits, such as collecting third-party debts, and understand the limits on outbound outreach in B2B prospecting on WhatsApp.
  • Protect access to the portfolio, with few admins and strong authentication: WhatsApp business account security.
  • Keep the business verified and the portfolio details up to date.
  • Subscribe to account_update so you hear about a warning before it becomes a block.

How to do it with Vectalk

With Vectalk, the WhatsApp account and the portfolio still belong to your business at Meta, and restrictions and reviews happen there: Vectalk cannot reverse a Meta decision. What changes is operations. Because Vectalk is a proxy for the official Cloud API, send errors arrive in Meta’s format, with code and details, and you can register more than one webhook URL per instance with POST /api/webhooks, keeping your bot separate from monitoring. If something stopped and you can’t tell whether it’s the integration or enforcement, reach us through the contact page or check the Help Center. For the bigger picture, see the WhatsApp Cloud API guide.

Frequently asked questions

Does an ad restriction take down my WhatsApp?

The effect Meta documents for advertising restrictions is on ads, which includes Click-to-WhatsApp ads. To know whether API sending is affected, check Business Support Home, the account_update webhook and API responses.

How long does a WhatsApp block last?

Template blocks last 1 or 3 days, full messaging blocks 5, 7 or 30 days, and an account lock is indefinite until an appeal. Duration grows with each repeat violation.

How long does a review take?

For WhatsApp account violations, Meta says decisions typically take 24 to 48 hours. For advertising restrictions, typically 48 hours, sometimes longer.

Can I move the number to another portfolio to escape the restriction?

Using another portfolio to get around enforcement runs into the prohibition on circumventing policy enforcement. If the cause was how you send, the problem travels with the number. The way out is to fix it and request a review.

My number is “blocked” but the portfolio looks fine. Is that the same thing?

Not necessarily. A number limited because of quality or user reports has its own handling; start with the quality rating guide.
