Is there a free WhatsApp API? What’s free in 2026

Updated on October 25, 2026

There is no completely free official WhatsApp API, but a good share of usage costs nothing on Meta’s side: there’s no monthly fee, incoming messages aren’t charged, each phone number gets 1,000 free service messages per month, and conversations started from click-to-WhatsApp ads open a window with no charges. What you pay for are delivered messages outside those rules, such as marketing, utility and authentication templates. Unofficial “free APIs” don’t charge per message, but they break WhatsApp’s Terms of Service and put your number at risk of being banned.

Below: what’s free on the official API in 2026, what the rest costs, and what to weigh before picking an unofficial alternative.

What’s free on the official WhatsApp API

Meta charges per delivered message, according to the platform pricing page. Based on that, these items cost nothing from Meta:

ItemMeta costNote
Access to the Cloud APIFreeNo monthly fee, no hosting fee
Messages the customer sendsFreeOnly business-to-user messages are charged
Service messages (free-form replies)Free up to 1,000 per number per monthFrom the 1,001st on, charged; unused messages don’t roll over
Messages in the free entry point (FEP) windowFreeApplies to marketing, utility, authentication and service; not to Meta Business Agent
Failed messagesFreeMeta only charges delivered messages

The 1,000 free service messages

A service message is a free-form reply (text, image, buttons) sent inside the 24-hour customer service window the customer opens by writing to you. Each business phone number gets 1,000 of them delivered for free every month. The tier resets at midnight on the first day of the month, in the messaging account’s time zone, and unused messages don’t carry over.

A detail that catches many teams: accounts without a payment method keep delivering service messages until the free tier runs out. After that, delivery stops. So “using only the free part” means watching volume closely.

Free entry point window (ads)

When someone taps a click-to-WhatsApp ad, writes from the Android or iOS app, and the business replies within the 24-hour window, a free entry point window opens and can stay open for up to 7 days. Inside it, no category is charged, not even marketing. For businesses that sell through ads, it’s the clearest way to talk to customers with no message cost. How to measure those campaigns is covered in click-to-WhatsApp ads.

What stopped being free

Between July 2025 and September 2026, utility templates sent inside the customer service window weren’t charged, and service messages were free with no cap. Since October 1, 2026:

  • utility messages inside the window are charged normally;
  • service messages have a 1,000-per-number free tier and are charged after that.

Plenty of content online still describes the old rule. The full story is in free utility messages in the service window.

What’s paid and how much it costs

Outside the cases above, Meta charges per delivered message, and the rate depends on the recipient’s country. As an example, these are the Brazilian real (BRL) rates for recipients with a +55 number, in effect since October 1, 2026:

CategoryTypical usePrice per delivered message
MarketingOffers, news, re-engagementR$ 0.3217
UtilityOrder confirmation, delivery update, payment reminderR$ 0.0350
AuthenticationVerification code (OTP)R$ 0.0350
ServiceFree-form replies after the free tierR$ 0.0350

Meta only changes prices on the first day of each quarter, and publishes rate cards for every market on the same pricing page.

Example: a small operation

Picture a clinic with one number that, in a month, sends 600 customer service replies and 400 appointment reminders (utility), with no ads:

ItemMathMeta cost
600 service messagesInside the 1,000 free tierR$ 0.00
400 utility reminders400 × R$ 0.0350R$ 14.00
TotalR$ 14.00

If the same clinic sends a marketing campaign to 1,000 patients, that adds R$ 321.70. Marketing is what drives the bill. To simulate campaigns before sending, see how much a WhatsApp campaign costs.

How to track what you’re charged for

Every status webhook includes a pricing object with the category and a billable field that tells you whether that message counts toward your bill:

{
  "id": "wamid.HBgL...",
  "status": "delivered",
  "recipient_id": "5511999999999",
  "pricing": {
    "billable": false,
    "pricing_model": "PMP",
    "category": "service"
  }
}

A simple Python count of billable delivered messages per category in a month:

from collections import Counter

def billable_by_category(statuses):
    seen, total = set(), Counter()
    for s in statuses:
        p = s.get("pricing") or {}
        if s.get("status") != "delivered" or s["id"] in seen:
            continue
        seen.add(s["id"])
        if p.get("billable"):
            total[p.get("category")] += 1
    return dict(total)

The invoice is still the source of truth, but this tells you early when the free tier is about to run out.

What about “free” unofficial APIs?

People searching for “the best free WhatsApp API” usually land on open-source libraries such as Baileys and WPPConnect, or tools built on them, like Evolution API in Baileys mode. They emulate WhatsApp Web: you scan a QR code and the software takes over the session. Meta doesn’t charge because there’s no contract with Meta.

The problem is what comes with it:

  • Terms of Service. WhatsApp’s Terms of Service forbid accessing the service through unauthorized automated means and list bulk messaging and auto-messaging among non-permitted uses. Baileys’ own README says the project isn’t affiliated with WhatsApp and discourages bulk or automated messaging.
  • Bans. The number can be disabled, and a banned number only comes back after an appeal, including if you later want to register it on the official API.
  • Hidden costs. Servers, maintenance after every WhatsApp update, sessions that drop and need a new QR scan, your team’s time.
  • No support. When it breaks, there’s no one to call.

Evolution API also supports the official Cloud API; the risk lies in the connection mode, not the tool’s name. The detailed comparison is in official vs unofficial WhatsApp API.

What about the WhatsApp Business app?

The WhatsApp Business app is free and works well for manual customer service on a few devices. It isn’t an API: no webhooks, no programmatic sending. If you need to integrate with a system but want to keep using the app, coexistence lets you connect the same number to the API.

How to spend as little as possible on the official API

  1. Reply inside the window. Service messages count toward the free tier; a template sent outside the window is always charged.
  2. Use click-to-WhatsApp ads when it makes sense: the free entry point window removes message costs for up to 7 days.
  3. Keep utility and marketing apart. An order update with a coupon tends to become marketing, which costs about nine times more in Brazil.
  4. Spread customer service across numbers if you already run more than one: the 1,000 free tier is per number.
  5. Watch billable in the webhook and alert when the free tier is close to running out.

WhatsApp API with Vectalk

Vectalk is a proxy for Meta’s official WhatsApp Cloud API. You pay Vectalk, and Vectalk pays Meta, so you don’t need a card on the messaging account. Meta’s free-message rules described here still apply, and webhooks arrive in Meta’s format, including the pricing object. Vectalk also supports coexistence, so the number can stay on the WhatsApp Business app.

Frequently asked questions

Does Meta charge a monthly fee for the WhatsApp API?

No. Meta charges per delivered message. Providers may charge separately for their own service.

Can I use the official API with free messages only?

Yes, if all you do is reply to customers inside the window, with up to 1,000 service messages per number per month, or handle conversations that come from click-to-WhatsApp ads. Any template outside those windows is charged.

Are utility messages still free inside the 24-hour window?

Not since October 1, 2026. Before that date, they weren’t charged when sent inside the customer service window.

Is there a safe free WhatsApp API?

Among the options with no per-message cost, the unofficial ones break the Terms of Service and can get the number banned. The safe route is the official API, making the most of what Meta doesn’t charge for.

Are messages from the customer charged?

No. Only business-to-customer messages are charged.
